<br />ATTACHMENT A <br /> <br />in a noisy, open area with a large crowd present, officers need to remove the radio from their <br />belts to hear transmissions. With the use of earpieces, critical communications would not be <br />missed and officers would retain both hands free for more effective arrest and control techniques. <br /> <br />Goal: <br />Enhance officer safety by supplying each officer an ear piece compatible with the Motorola <br />XTS3000 and XTS 5000 800 MHz radios. <br /> <br />Objectives: <br />Supply patrol officers with radio earpieces to increase tactical abilities and decrease escalated <br />use of force incidents. <br /> <br />Quantifiable Performance Measures: <br />Performance will be measured by decreased number of incidents in which suspects overhear <br />transmissions that cause incidents to escalate. Performance will also be measured by decreased <br />officer/suspect injuries in incidents that earpieces would allow officers to keep hands free for <br />optimal arrest/control techniques to be utilized. <br /> <br />Funding: <br />Total Allocation: $25,151.00 <br /> <br />PROACT Contribution: $12,198.24 <br />Administrative Fee (1.5%): $377.27 <br />Funds Retained by City: $12,575.50 <br /> <br />Lake Forest City: <br /> <br />The City of Lake Forest proposes to use the 2007 Justice Assistance Grant funding as <br />follows: <br /> <br />Problem Statement: <br />The City of Lake Forest is experiencing an increase in vehicle burglaries in certain areas of our <br />city. This increase in criminal activity can be effectively addressed through increased patrol and <br />enforcement activities. Due to the current fiscal situation, there is not sufficient funding to cover <br />the overtime costs. The City of Lake Forest will utilize the JAG funding to cover overtime costs <br />associated with increased patrols and enforcement efforts directed at apprehending vehicle <br />burglars. <br /> <br />Goal: <br />The goal of our efforts is to protect property and ensure the safety of those persons that reside, do <br />business, and recreate within the City of Lake Forest. <br /> <br />2007-DJ-BX-0523 <br /> <br />Page 15 of 19 <br />
