Description of Work - In the space below, describe the program to be funded during the 12-month contract period. <br />What specific activities will be undertaken during the contract period. Please be concise in your response. Only the <br />viewable space will print. <br />Achieving our program goals and objectives will help decrease occurrences of housing discrimination and other housing <br />law violation in Santa Ana. Individuals will have greater fair housing choice and be able to more fully enjoy their <br />housing rights and fulfill their housing obligations. Neighborhoods might benefit from improved ethnic diversity and a <br />lessening of tensions due to inter-group conflict. Neighborhoods will also benefit from improved compliance with <br />housing rights and obligations that lead to improved quality of the housing stock and a better living environment <br />generally. Also, due to the self-help nature of many aspects of our counseling, individuals and neighborhoods benefit <br />from the self-empowerment that comes from participating in resolving their problems. <br />The community as a whole will benefit through the meeting of "affirmatively furthering fair housing" requirements for <br />continued CDBG eligibility. To date, we've passed all HUD fair housing program audits. HUD's fair housing monitoring <br />focus has changed in the last few years. They're requiring that each entitlement jurisdiction, like the City of Santa Ana, <br />engage in specific Actions as outlined in the jurisdiction's Fair Housing Plan. This agency has played a key role in <br />drafting a "Regional Analysis of Impediments to Fair Housing Choice," (AI) and assisting with the corresponding Fair <br />Housing Plan, which includes Actions to counteract impediments identified in the AI. By achieving our program <br />objectives we will help ensure Santa Ana's continued eligibility for funds tied to the furtherance of fair housing choice <br />within the recipients jurisdiction. <br />CDBG funds will be used to respond to as many Santa Ana housing discrimination allegations as possible and help <br />counteract impediments to fair housing. The program goes beyond monitoring discrimination. We assist poSSible <br />victims of housing discrimination to redress the harm they and the community have suffered. Funds will also provide <br />services that address general housing law violations. We help tenants' and landlords' correct wrongful housing policies <br />and practices, thus improving target areas. <br />Santa Ana's share of fair housing services, or its "service demand rate", will be about 13.09% of the services provided <br />by the agency's entire countywide program. These services will impact and benefit target CDBG areas and assist <br />extremely-low to moderate income people. We expect to conduct over 70 community education presentations or events <br />countywide, of which at least 8 will be in Santa Ana. About 1,200 information packets will be distributed to Santa Ana <br />residents to further enhance our service. We'll generate public service announcements and media coverage aimed at <br />reducing violations of housing law. We will help resolve about 80% of the housing disputes handled, and provide <br />referrals in those we don't help resolve. <br /> <br />Schedule of Performace <br />Estimate the number of ONLY unduplicated Santa Ana households to be served by the funded program during the 12- <br />month contract period per quarter.
