2. Scope of Work <br />T <br />his chapter describes our scope of services for updating the <br />Housing Element. The major tasks are housing element prepara- <br />tion, public participation, HCD reviews, and environmental <br />clearance leading to adoption of the Housing Element. <br />Task 1: Housing Element Preparation <br />This task is designed to provide the City with an updated housing <br />element document. This task will involve updating key parts of <br />the Housing Element: (1) Introduction; (2) Community Profile; <br />(3) Constraints Analysis; (4) Housing Resources; and (5) Housing Plan. <br />1.1 Introduction <br />The first section will involve an update to the Introduction of the <br />Housing Element. The purpose of the Introduction is to set forth the <br />statutory reQuirements, organization of the Element, General Plan <br />consistency, and the public participation process. The 2000-2005 <br />Housing Element presents each of these items in clear detail. However, <br />the introduction also presents the opportunity to give greater meaning <br />to the Housing Element update beyond comp�ying with state law. <br />This section presents the opportunity to clearly describe and set forth <br />the stage for housing planning. Items to consider include: <br />• The Ciy's Vision and how the Housing Element furthers that <br />vision as the dynamic urban center of Orange County <br />• The presentation of a Housing Vision that reflects the values <br />set forth in the City's Vision or other planning documents <br />• How specifically the public participation process helped shape <br />the goals, policies, and programs of the Housing Element <br />wumng r+emen[ UPC= THE PLANNING CENTER i Page 2-1 <br />
