1.2 Community Profile <br />The next section will involve an update to the Community Profile section <br />of the Housing Element. We strive to produce a solid Community Profile <br />that is more than simply a replication of facts and data, but rather an <br />insightful analysis, presented in a graphically friendly manner, that is <br />relevant to housing planning. Our efforts will focus on updating certain <br />components, as described below. <br />Demographics <br />We will update demographic statistics to reveal the demand for different <br />types and prices of housing in Santa Ana. We will examine past and <br />future population trends, age distribution, race and ethnic composition, <br />household size and composition, employment, household income, <br />overcrowding, housing cost burden, and other demographic factors <br />affecting housing needs. We will also focus on documenting the needs <br />of extremely low-income households, as reQuired under new state law. <br />Many housing elements simply present statistics to comply with state <br />law, but do not specifically relate the findings to practical housing needs <br />and programs. In preparing our work, our goal is to relate data in a <br />meaningful way to the practical implementation of housing programs. <br />For instance, in our work for Pasadena, we identified key demographic <br />trends and compared them to housing programs in an effort to craft <br />recommendations that addressed unmet housing needs. <br />Housing Characteristics <br />We will anayze the City's housing inventory and the extent to which <br />current and future housing needs are met with respect to the availability, <br />adeQuacy, and affordability of housing. We are assuming that the City <br />will provide suitable data that documents the condition of housing in the <br />community. The Planning Center will examine housing characteristics, <br />tenure and vacancy rates, rents and sales prices, housing affordability, <br />and housing age and condition. <br />Typically, most housing elements rey on Census 2000 data, market <br />information, and other secondary data sources. We can also provide <br />meaningful information from the 2006 American Community Survey or <br />2002 American Housing Survey as directed by City staff. For example, <br />these sources can be carefully mined to document a variety of housing <br />and neighborhood conditions in Santa Ana, such as the following: <br />• The precise external and internal building conditions <br />• Indicators of housing Quality and deficiencies <br />• Indicators of neighborhood Quality <br />Page 2-2 Proposal to City of Santa Ana <br />
