INSURANCE ON FILE WORK MAY PROCEED fe UNTIL INSURANCE EXPIRES • A-2007-287 ?- (-Or ------ CLERK Ob&JILO 2907 O EPIQVAZrd-61d8�y CAGREEMENT WITH THE PLANNING CENTER Carlo TO PREPARE THE GENERAL PLAN HOUSING ELEMENT This Agreement is entered into on September 2007, by and between the City of Santa Ana, a charter City and municipal corporation duly organized and existing under the Constitution and laws of the state of California, (hereinafter "City") and The Planning Center, a California Corporation (hereinafter "Consultant"). RECITALS A. The City of Santa Ana is executed various redevelopment projects (the "Projects") under the provisions of the California Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) and pursuant to the redevelopment plans for the Projects. B. As required by state law, Santa Ana's General Plan Housing Element is to be updated and forwarded to the State of California Housing and Community Development by June 30, 2008. The Housing Element identifies the City's plan, programs and policies to ensure the provision of adequate housing choices for the Santa Ana community. C. The City desires to retain a company having special skill and knowledge in the field of developing Housing Elements. D. The City will be paying for most of the cost of the preparation of the General Plan Housing Element, however, it has also entered into a Cooperative Agreement with the Community Redevelopment Agency to assist the City in payment for the preparation of the General Plan Housing Element. E. Consultant represents that Consultant is able and willing to provide such services to the City. F. In undertaking the performance of this Agreement, Consultant represents that it is knowledgeable in its field and that any services performed by Consultant under this Agreement will be performed in compliance with such standards as may reasonably be expected from a professional consulting firm in the field. NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the terms and conditions hereinafter set forth, the parties agree as follows: 1. SCOPE OF WORK After distributing a Request for Proposals and reviewing the three proposals submitted, the City hereby enters into a contract with The Planning Center to assist in the preparation of the General Plan Housing Element. The General Plan Housing Element effort will include a summary of Santa Ana's existing demographic and housing characteristics; identify progress on the goals and implementation actions set forth in the existing 2000 Housing Element, multi-lingual community workshops for input by policymakers, stakeholders and the residents; detail locations that allow for future housing growth to serve the Santa Ana community and regional market; and a planning document that frames Santa Ana's housing policy and goals for the future.
