INSURANCE ON FILE <br />WORK MAY PROCEED A-2007-287 <br />UNTIL INSURANCE EXPIRES <br />7, t ,O8 <br />CLERKObft"JLo Z907 <br />DATE' <br />AGREEMENT WITH THE PLANNING CENTER <br />TO PREPARE THE GENERAL PLAN HOUSING ELEMENT <br />This Agreement is entered into on September / , 2007, by and between the City of Santa Ana, a <br />charter City and municipal corporation duly organized and existing under the Constitution and laws <br />of the state of California, (hereinafter "City") and The Planning Center, a California Corporation <br />(hereinafter "Consultant"). <br />RECITALS <br />A. The City of Santa Ana is executed various redevelopment projects (the "Projects") under the <br />provisions of the California Community Redevelopment Law (Health and Safety Code <br />Section 33000 et seq.) and pursuant to the redevelopment plans for the Projects. <br />B. As required by state law, Santa Ana's General Plan Housing Element is to be updated and <br />forwarded to the State of California Housing and Community Development by June 30, <br />2008. The Housing Element identifies the City's plan, programs and policies to ensure the <br />provision of adequate housing choices for the Santa Ana community. <br />C. The City desires to retain a company having special skill and knowledge in the field of <br />developing Housing Elements. <br />D. The City will be paying for most of the cost of the preparation of the General Plan Housing <br />Element, however, it has also entered into a Cooperative Agreement with the Community <br />Redevelopment Agency to assist the City in payment for the preparation of the General Plan <br />Housing Element. <br />E. Consultant represents that Consultant is able and willing to provide such services to the City. <br />F. In undertaking the performance of this Agreement, Consultant represents that it is <br />knowledgeable in its field and that any services performed by Consultant under this <br />Agreement will be performed in compliance with such standards as may reasonably be <br />expected from a professional consulting firm in the field. <br />NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the <br />terms and conditions hereinafter set forth, the parties agree as follows: <br />1. SCOPE OF WORK <br />After distributing a Request for Proposals and reviewing the three proposals submitted, the City hereby <br />enters into a contract with The Planning Center to assist in the preparation of the General Plan Housing <br />Element. The General Plan Housing Element effort will include a summary of Santa Ana's existing <br />demographic and housing characteristics; identify progress on the goals and implementation actions set <br />forth in the existing 2000 Housing Element, multi-lingual community workshops for input by <br />policymakers, stakeholders and the residents; detail locations that allow for future housing growth to <br />serve the Santa Ana community and regional market; and a planning document that frames Santa Ana's <br />housing policy and goals for the future. <br />
