Financial and Administrative Resources <br />The Housing Element will discuss the major sources of local, state, and <br />federal financial resources available to address Santa Ana's housing <br />needs. The Housing Element is also reQuired to document the <br />administrative resources that can help the City address its housing <br />needs. The Housing Element will provide an inventory of financial and <br />administrative resources available for developing, rehabilitating, and <br />preserving affordable housing units in the City of Santa Ana. <br />Although housing elements often have exhaustive lists of founding <br />sources and administrative organizations, this type of detail is not <br />necessary to have a certified housing element. Thus in drafting this <br />section, the goal of this section is not to indicate all sources of funding <br />and administrative capacity, but rather to provide a snapshot of key <br />resources that the City provides to administer their housing programs. <br />1.4 Housing Plan <br />We understand that the Santa Ana City Council is committed to <br />developing realistic housing strategies to help address the community's <br />current and future housing needs. Our team is well versed in how to <br />strategically evaluate housing programs and craft responsive plans, far <br />beyond the depth of ana�sis in most housing elements. We propose to <br />evaluate the current progress of housing programs, refine the current <br />menu of policies in the Housing Element, and develop a Housing Plan in <br />concert with discussions and direction from City staff. <br />Program Evaluation <br />A thorough and well -documented evaluation of current housing <br />programs is the key to understanding program strengths, the gaps in <br />meeting current or future housing needs, and the need to modify or add <br />housing programs to address the city's existing or future housing needs. <br />We therefore believe that a solid evaluation of the City's housing <br />programs is essential to drafting a meaningful housing element. <br />Housing Element Update THE PLANNING CENTER I Page 2-9 <br />
