In a local government the size and complexity of Santa Ana, the program <br />evaluation should be carefully structured. To begin this effort, we will <br />review federal and state reports (e.g., CAPERS, Annual Reports, General <br />Plan progress report, and other internal progress reports). We will <br />also provide a policy and program matrix for staff to complete that <br />documents progress in achieving the goals of the 2000-2005 Housing <br />Element. This matrix will assist in determining the need to modify <br />existing programs, introduce new programs, or eliminate obsolete ones. <br />After distributing the information to City staff and receiving Quantified <br />and Qualitative information regarding the current programs, we will then <br />conduct a series of interviews with City staff responsible for program <br />implementation. The purpose of the interviews will be to hone in on <br />individual programs to propose modifications that are needed to <br />improve success, delete programs that are no longer necessary, or add <br />new initiatives needed to meet unmet or future housing needs. <br />The Planning Center brings significant experience to bear in this effort. <br />We recently completed an extensive housing program evaluation for the <br />City of Pasadena. This effort reviewed and made modifications to the <br />Ciy's most critical housing programs and developed eleven new housing <br />initiatives to pursue for the Housing Element. The Urban Land Institute <br />held a Technical Assistance Panel to review the report, and endorsed all <br />the recommendations. In April 2007, the City Council earmarked nearly <br />$10 million in funds to implement the report. <br />Housing Vision and Policy Framework <br />The Ciy's vision is to be the dynamic urban center of Orange County, <br />acclaimed for its investment in children, neighborhood pride, enriching <br />cultural experiences, appreciation of diversity, thriving economic climate. <br />Quality government services, and leadership among California cities. The <br />Ciy's Housing Element should reflect, augment, and implement that <br />vision, providing the foundation and umbrella for all housing activities. <br />Moving from vision to reality, however, raises several fundamental <br />Questions of great importance to the City of Santa Ana: <br />• What type of housing is needed to facilitate and encourage a <br />thriving economic climate and recruit the future workforce? <br />• What types and prices of housing are necessary to provide a <br />broad range of housing choices suited to different lifestyles? <br />• To what extent should the City promote Quality rental and <br />ownership assistance to its community? <br />Page 2-10 Proposal to City of Santa Ana <br />
