Task 3: Preparation of Draft <br />Element and HCD Review <br />The draft Housing Element must be prepared a <br />HCD. The following subtasks are envisioned in <br />precise steps may change depending on the evi <br />the Housing Element update process. <br />3.1 Preliminary Draft Element <br />The Planning Center will prepare an administrative draft of the Housing <br />Element. Prior to preparation of the draft, we anticipate working with <br />you to decide upon the appropriate format for the document, the style <br />of presentation, and graphic needs. We have in-house graphic artists <br />and designers who can assist in providingyou the most progressive and <br />reader -friendly document layouts, designs, and graphics. A glossary of <br />terms will also be provided for the reader's convenience. <br />The RFP specifies to assume three internal rounds of review. To facilitate <br />this process, we assume that City Planning staff will distribute the <br />document to departments and provide an internally consistent set of <br />consolidated comments to the Consultant Team. We would recommend <br />holding several City -Consultant Team meetings to discuss the Housing <br />Element with different departments. In reviewing housing elements, we <br />find that different readers may have different expectations with respect to <br />the content and purpose of a General Plan element and that an informal <br />meeting may help facilitate the most timely and appropriate review. <br />The RFP specifies three preliminary draft Housing Element review <br />cycles. We would recommend that Planning staff and other departments <br />conduct the first review of the document. Following incorporation of <br />these changes, we would recommend that Planning and Housing staff <br />conduct a second more limited review to make sure the document is in <br />appropriate condition prior to submittal to elected officials. Future <br />reviews should be conducted following comments by elected officials and <br />the HCD to ensure the final document is suitable for public distribution. <br />Deliverables <br />• Preliminary Draft Housing Element (10 copies) <br />• Second Preliminary Draft Housing Element (10 copies) <br />• Third Preliminary Draft Housing Element (10 copies) <br />incorporating the study session comments. <br />Copies will be provided up to the specified limit for the reimbursable <br />budget according to a specified price per copy on the cost sheet. <br />Housing Element Update THE PLANNING CENTER I Page 2-19 <br />
