Planning Commission Study Session <br />We will make a presentation before the Planning Commission to ensure <br />that the Planning Commission can comment on the goals, policies, and <br />strategies for achieving the City's housing vision, and that we can <br />incorporate further direction on the Housing Element. Since the <br />Planning Commission will do the "heavy lifting" with respect to reviewing <br />the Housing Element, we will focus on a more detailed assessment of <br />constraints to and resources for addressing the City's housing needs and <br />goals. Following the study session, we can either incorporate their <br />comments into the Housing Element or, if desired by City staff, refer the <br />draft Housing Element along with the comments to the City Council. <br />City Council Study Session <br />The City Council study session will be held prior to submitting the draft <br />Housing Element to HCD for their review. The purposes of this venue is <br />to provide an overview of the Housing Element update, highlight the key <br />policy and programmatic issues addressed and their relevance to the <br />community's housing needs, and to receive comments from elected <br />officials and residents, organizations, and stakeholders in the audience. <br />Comments received from the public hearing will be incorporated. <br />Deliverables <br />• Synopsis or draft Housing Element policy piece <br />• Preparation for and attendance at three study sessions <br />• PowerPoint presentations for each meeting <br />• Meeting notes <br />2.7 Public Hearings for Adoption <br />Following receipt of a letter of compliance from HCD, the next phase is <br />to schedule and hold public hearings to adopt the Housing Element. The <br />public hearings will largey be informational, providing a process -level <br />overview of the Housing Element, key policy and programmatic issues, <br />brief overview of the public outreach process, and a focus (if desired) on <br />any material changes reQuired of the Housing Element. <br />Deliverables <br />• Preparation for and attendance at two public hearings <br />• PowerPoint presentations for each meeting <br />• Meeting notes <br />Page 2-18 Proposal to City of Santa Ana <br />
