3.3 Preparation of Public Review <br />Following receipt of comments from the HCE <br />compliance, The Planning Center will produc <br />the Housing Element for consideration by the <br />Commission. At this point, comments from tl <br />process will also be received from the public <br />necessitating slight adjustments in the Housinb <br />Following receipt of comments from the Planning Commission and City <br />Council at the public hearings, The Planning Center will prepare a final <br />draft of the Housing Element suitable for public records. The final draft <br />will include comments received during the public hearing, both on the <br />Housing Element and environmental clearance, as directed by City staff. <br />Upon completion, critical project files (including an editable copy of the <br />Element and a PDF copy) will be provided to the City on CD. <br />Deliverables <br />• Draft Housing Element (7S copies) <br />• Final Housing Element (100 copies) <br />• Final Housing Element (unbound, camera ready) <br />• Editable final copy in Word and PDF copy <br />Task 4: Environmental Review <br />4A Initial Study/ND <br />Based on the available strategies proposed above to meet housing <br />reQuirements, it appears that the City can achieve their assigned RHNA <br />allocation without amending the land use plan of the General Plan. <br />Major land use or infrastructure improvements are not to be reQuired. <br />Based on this preliminary conclusion, it appears that environmental <br />impacts related to the Housing Element are not significant. <br />Our proposed scope of work, therefore, is based on the assumption that <br />an Initial Study will be prepared that supports a Negative Declaration <br />(ND) under the California Environmental Quality Act (CEQA) If a more <br />aggressive Housing Element is necessary to achieve the City's RHNA <br />allocation, preparation of a Mitigated Negative Declaration (MND) may <br />be reQuired. If this becomes necessary, a revised scope of work and <br />contract amendment will be submitted to the City. <br />Although each potential environmental impact as identified in the CEQA <br />Appendix G checklist will be addressed in the Initial Study, the analysis <br />will focus on air Quality, land use, noise, and population and housing. <br />Housing Element Update THE PLANNING CENTER I Page 2-21 <br />
