Authorize the City Manager and Clerk of the Council to execute the <br />attached agreement with California Department of Transportation in the <br />amount of $250,000, subject to non-substantive changes approved by the <br />City Manager and City Attorney for the aesthetic improvements at the <br />Santa Ana Regional Transportation Center. <br />2. Authorize the City Manager and Clerk of the Council to execute the <br />attached first amendment to the agreement with Gillis & Associates <br />Architects, Inc. in the amount of $200,000 for a total contract in the <br />amount of $400,000, subject to non-substantive changes approved by the <br />City Manager and City Attorney to provide on call architectural <br />services for park and facility projects citywide. <br />DISCUSSION <br />On August 21, 2006, the City Council approved an appropriation adjustment <br />recognizing $250,000 in funds from the California Department of <br />Transportation (Caltrans) for improvements to the Santa Ana Regional <br />Transportation Center. This project involved the construction of a <br />concrete block wall that would function as a backdrop on which art images <br />could be displayed. Upon Metrolink's completion of the pedestrian bridge <br />at the Transportation Center the Art Wall is no longer feasible. At the <br />request of Public Works Agency, Caltrans allocated the $250,000 for <br />improvements to the building. Improvements include painting, replacement <br />of the balustrade along the southern staircase to the courtyard as well <br />as along the southern viewing deck (see Exhibit A). The proposed <br />agreement would replace the existing agreement and reallocate the funds <br />from the Art Wall to the proposed improvements. These funds have a <br />funding deadline of May 2008. <br />To meet the imposed deadline, Public Works has utilized the services of <br />Gillis & Associates which is currently providing architectural services <br />to the City.
