REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />JANUARY 7, 2008 <br />TITLE: <br />AGREEMENT FOR TESTING AND <br />INSPECTION SERVICES OF VARIOUS <br />CAPITAL IMPROVEMENT PROJECTS <br />CITY MANAGER <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15` Reading <br />^ Ordinance on 2~d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute the <br />attached agreement with United Inspection & Testing, Inc. in the amount <br />not to exceed $436,338, subject to non-substantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />Early next year, the City will start construction for the $100 million <br />project to rebuild neighborhood streets throughout the City. To ensure <br />high quality of the work, a variety of tests and inspections will be <br />performed for the workmanship and construction materials used on the job, <br />including Portland cement concrete, asphalt concrete and the soils under <br />the new pavement. <br />In the past, those tests and inspections were provided by the County's <br />materials laboratory, but the County recently notified City staff that <br />due to their busy capital improvement program, they may not be able to <br />provide those services when needed. As a result, it is recommended that <br />the City hire a private testing firm to perform these tasks. Timely <br />inspections are essential for continuous work progress. <br />Additionally, during the next two years there will be several building <br />and bridge renovation projects that involve placement of reinforced <br />concrete and structural steel. Since city inspectors do not have the <br />special certificates required to provide inspections on those types of <br />work, they have to be performed by qualified personnel from a private <br />testing firm. <br />25K-1 <br />
