INITIAL STUDY/MITIGATED NEGATIVE DECLARATION ~ <br />ARMSTRONG YMCA FACILITY ER-2003-233 <br />Proposed Project <br />The proposed project is a request for a conditional use permit <br />to allow a community service center within the Specific <br />Development No. 4 (SD-4) zoning district. Additionally, a minor <br />exception would be required to allow the community service <br />center to share parking facilities with a future Catholic <br />Cathedral that would be located immediately east of the project <br />site. <br />Location <br />The project site is located at 2100 West Alton Avenue, near the <br />intersection Alton Avenue and Raitt Street. The project site <br />consists of 2.37 acres and surrounded by a future Catholic <br />Cathedral and associated parking facilities to the south, east <br />and west and residential uses to the north. <br />The project site has a current General Plan designation of LR- <br />• 7.0 and a Zoning designation of Specific Development. Presently, <br />the project site is vacant. <br />Background <br />The project site is included within the Armstrong Ranch <br />Development Project Area. The Armstrong Ranch Development <br />Project is a 46.9-acre area bounded by Alton Avenue to the <br />north,. MacArthur Boulevard to the south, Raitt Street to the. <br />west and-Bear Street to the east. The eastern-31.33 acres of the <br />project area consists of 156-single-family dwellings currently <br />under construction.. The eastern 15-acres of the project area is <br />the location of a proposed 99,000 square foot Catholic <br />Cathedral. The entire project area is included within Specific <br />Development Zoning District SD-4. Presently, SD-4 conditionally <br />permits community service centers. The Armstrong Ranch <br />Development Project Final EIR was approved in October of 2002. <br />The Final EIR analyzed potential project-related and cumulative <br />impacts associated with implementation of the Armstrong Ranch <br />Development Project. <br />Project Description <br />• The proposed community service center would be two-story, 32,338 <br />square foot facility.
