Substantially degrade the existing visual character or <br />quality of the site and it's surrounding? <br />Less Than Significant Impact <br />The General Plan Urban Design Element identifies that the <br />project site is located within the Armstrong Design District. <br />The Urban Design Element establishes goals and policies to help <br />guide the design of land uses proposed within a Design District. <br />Specifically, land uses proposed within a Design District should <br />exhibit high quality design and should incorporate design <br />elements that are proportional and aesthetically related to the <br />District .setting. <br />Additionally, the proposed project would be subject to the <br />design standards established in the SD-4- Zoning Document. The <br />SD-4 design guidelines establish a framework to maintain design <br />consistency between the ultimate development pattern of <br />Armstrong Ranch and individual development projects. <br />Through the City's development review process, the proposed <br />project was determined to be consistent with the City's Urban <br />• Design Element and the SD-4 design guidelines. Compliance with <br />the Urban Design Element and the SD-4 design guidelines would <br />reduce potential aesthetics impacts to a level considered less <br />than significant. Therefore, implementation of the proposed <br />project would not degrease the existing visual character of the <br />project site or surrounding project area. <br />D. Create a new source of substantial light or glare, which <br />would adversely affect day or nighttime views in the area? <br />Less Than Significant Impact <br />Implementation of the proposed project would not introduce <br />substantial amounts of new sources of light and glare into the <br />project area. Any lighting provided on the project site would be <br />designed and located so that all direct rays are confined to the <br />project site. <br />I. AGRICULTURE <br />A.
