• As part of the planning program for Armstrong Ranch Development <br />Project, a number of roadway improvements have been required to <br />improve the circulation system around Armstrong Ranch and the <br />proposed project. To facilitate access to the proposed project <br />traffic signals would be provided Raitt Street at Alton Avenue <br />and Bear Street at Alton Avenue. Additionally, Alton Avenue <br />would be widened from two lanes to four lanes. <br />The proposed project was analyzed as cumulative project in the <br />traffic analysis prepared for Armstrong Ranch. Based on trip <br />generation rates. in the traffic analysis, the proposed project <br />would generate 732 vehicle trips per day with 42 trips per day <br />occurring in Am Peak Hour and 56 trips per day occurring in the <br />PM Peak Hour. The traffic report for Armstrong Ranch determined <br />that the full- built of the Armstrong Ranch Development including <br />the proposed project in conjunction with the implementation of <br />roadway improvements identified in the traffic report, would not <br />cause any roadway segments or intersections within the project <br />area to operate at acceptable levels of service. To help fund <br />regional and area-wide transportation improvements, the proposed <br />project would be subject Transportation System Improvement fees <br />and San Joaquin Hills Corridor Fees. <br />• C. Result in a change in air traffic patterns, including <br />either an increase in traffic levels or a .change in <br />location that results in substantial safety risks? <br />Less Than Significant <br />Implementation of the proposed project would not increase the <br />level of the level of air traffic within the project area or <br />create a conflict for air navigation. <br />D. Substantially increase hazards to a design feature <br />Less Than Significant Impact <br />The circulation system developed for Armstrong Ranch considered <br />access to the proposed project. As mention previously a number <br />of circulation improvements would occur within the project area. <br />to ensure safe and efficient access to the proposed project. <br />E.
