The applicant's <br />proposal is for the consolidation of land only, with no development <br />submitted with this application (Exhibits 3 through 5). <br />Analysis of the Issues <br />The Rancho Santiago Community College District is seeking approval of a <br />tentative parcel map to consolidate 26 parcels into one lot. The <br />consolidation action will implement the first phase of the Santa Ana <br />College expansion project. The lots will be utilized for temporary <br />parking until a new parking structure is built. Ultimately, the parcels <br />will be occupied by an athletic field on the northern section of the lot, <br />a maintenance/operations facility building on the southern section and <br />surface parking on the remainder. <br />Since this application is to consolidate individual lots only, no major <br />issues were identified with the proposal. In reviewing the project, it <br />was determined that the proposal is consistent with the various provisions <br />of the City's Zoning Code and General Plan. Further, the certified <br />environmental impact report for the Santa Ana College campus expansion did <br />not identify any adverse environmental impacts related to the project. <br />Finally, the tentative parcel map was found to be consistent with the <br />California Subdivision Map Act and Chapter 34 of the Municipal Code. <br />Based on the above analysis, staff recommends that the Zoning <br />Administrator approve Tentative Parcel Map No. 2007-06 (County Map No. <br />2006-113) as conditioned. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review per Section 15061(b)(3). <br />This general rule exemption is applicable as the project will not have a <br />significant effect on the environment.
