12/31/07 les <br />RESOLUTION NO. 2008-005 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA APPROVING THE <br />RELOCATION PLAN FOR RESIDENTIAL <br />PROPERTY LOCATED AT 817 AND 821 SOUTH <br />TOWNSEND STREET AND 834 SOUTH RAITT <br />STREET <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA, AS <br />FOLLOWS: <br />Section 1: The City Council of the City of Santa Ana ("Council") hereby finds, <br />determines and declares as follows: <br />A. The Community Redevelopment Agency ("Agency") is assisting Townsend <br />& Raitt, LLC with the acquisition and rehabilitation of real property located <br />at 817 and 821 South Townsend Street and 834 South Raitt Street ("the <br />Property"). <br />B. The Property is comprised of three buildings. Each building currently has <br />mainly one-bedroom units, with 4two-bedroom units at both 817 and 821 <br />S. Townsend Street, and 2two-bedroom units at 834 S. Raitt Street. After <br />the rehabilitation, all of the units (except for one) will be restricted to <br />occupancy by very low income households at affordable rents, restricted <br />to occupancy by 50% (very-low income) of the area median income. One <br />unit located at 821 S. Townsend will be reserved for the manager. In order <br />to minimize relocation issues, current residents whose incomes exceed 80 <br />percent of the area median income will be allowed to remain. The rents <br />for these households will be increased to either 30% of their monthly <br />household income or market rent for the neighborhood, whichever is <br />lower. <br />C. Pursuant to California Government Code section 7260, et seq., a public <br />entity is required to adopt a relocation plan, by resolution, whenever it <br />enters into an agreement for acquisition of real property or an agreement <br />for the disposition and development of property which could lead to <br />displacement of people from their homes. <br />D. The relocation plan has been prepared in conformance with applicable <br />provisions of the California Government Code section 7260, et seq., <br />Relocation Guidelines (California Code of Regulations, Title 25), as well <br />United States Department of Housing and Urban Development <br />regulations. <br />E. The relocation plan is required because of the potential for temporary and <br />permanent relocation of households.
