6. Approve expenditure of $40,000 from Fund 130 for the City of Westminster Community Services <br />Department for Senior Citizens Program for capital improvements at the Westminster Senior Center, <br />and direct Clerk of the Board to execute the agreement between the County of Orange and the City of <br />Westminster Community Services Department for Senior Citizens Program. <br />7. Approve expenditure of $20,000 from Fund 130 to the Boy Scouts of America, Orange County <br />Council for construction of camp roads at the Learning for Life Outdoor Education Center, and direct <br />Clerk of the Board to execute the agreement between the County of Orange and the Boy Scouts of <br />America, Orange County Council. <br />SUMMARY: <br />Approve new Fund 130 District Community Priorities and Projects allocation policy. Approve allocation <br />of First District Fund 130 funds to projects at Barrier Free Park, Jerome Center Park, Westminster Rose <br />Center Theater, Westminster Senior Center, and Learning for Life Outdoor Education Center. Delegate <br />authority to the County Executive Officer, or his designee, to establish agreements with the Santa Ana <br />Kiwanis Club, City of Santa Ana, Rose Center Foundation, City of Westminster Community Services <br />Department for Senior Citizens Program, and the Boy Scouts of America, Orange County Council. <br />BACKGROUND INFORMATION: <br />On November 14, 2006, with approval of the FY 06-07 First Quarter Budget Report (agenda item #57), <br />the Board of Supervisors approved allocation of $5 million in General Funds to Fund 130 District <br />Community Priorities and Projects. The original intent of Fund 130 was to provide funds for capital <br />projects for parks; one million for each of the five supervisorial districts. <br />During the FY 07-08 Budget Hearings on June 12, 2007, the Board approved an additional one million <br />dollars per supervisorial district and made a modification to the original intent for use of the funds. The <br />current allocation policy enables use of no more than 10% of the annual allocation for recreation <br />programs and projects. Such allocations are subject to Board consideration and approval, and need to be <br />matched by equivalent funds from a city, school district, or other sponsoring non-profit agency. <br />This agenda item requests approval of a new Fund 130 Allocation policy such that funding may be <br />allocated for park capital projects, recreation programs and projects, or to non-profit organizations. One <br />hundred percent of the allocation may be used for any of these purposes, and no match is required. <br />The First District Board of Supervisors requests approval for allocation of $345,000 in existing Fund 130 <br />budgeted funds to the projects identified below. <br />Santa Ana Kiwanis Club ($35,000): These funds will assist the Kiwanis Club which is completing a joint <br />venture project with the City of Santa Ana. This project will provide an all purpose sports court that can <br />be used by special needs children in Orange County. The sports court, which will be located within the <br />Barrier Free Park, includes a regulation size basketball court. The court can be adjusted for use by <br />children in wheel chairs. The Kiwanis Barrier Free Park provides a facility where children regardless of <br />physical condition can play. The Barrier Free Park (actually located on five acres within Santa Ana's <br />Thornton Park) has been a Santa Ana Kiwanis Club project under development for 20 years. <br />Jerome Center Park ($100,000): Jerome Park is a 14 -acre park site located in the south/central portion of <br />the City of Santa Ana.
