Fourth Street Improvements <br />February 4, 2008 <br />Page 2 <br />substantive changes approved by the Executive Director and Agency <br />General Counsel. <br />DISCUSSION <br />This project is a continuation of the streetscape beautification of <br />Fourth Street that was completed in 2004. This project includes <br />construction of street pavement, replacement of damaged concrete <br />curbs, crosswalks, wheelchair ramps, and brick sidewalks on Fourth <br />Street between Ross and Minter Streets (Exhibit 1). Once completed, <br />these improvements will enhance the ride quality, surface drainage, <br />and visual appearance of the street. To minimize disruption to the <br />downtown merchants, construction will be performed in the evening. <br />Additionally, daytime access to businesses, pedestrians, and parking <br />will not be impaired. The Downtown Santa Ana Business Improvement <br />District 2007 Budget adopted by the City Council on February 5, 2007, <br />included the allocation of $300,000 towards Phase II of the Downtown <br />Fourth Street streetscape Project. <br />The Notice Inviting Bids was advertised on December 14 and 17, 2007, <br />and bids were opened on January 10, 2008.
