Public Works Agency <br /> www.santa-ana.org/pw <br /> Item # 22 <br /> City of Santa Ana <br /> 20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br /> January 18, 2022 <br /> TOPIC: On-Call Welding Services Agreements <br /> AGENDA TITLE <br /> Approve Agreements with Vicon Enterprises, Inc. and Superior Hot Tapping Services, <br /> Inc. for On-Call Welding Services, for a Total Amount not to Exceed $500,000, for up to <br /> a Five-Year Term (Non-•General Fund) <br /> RECOMMENDED ACTION <br /> Authorize the City Manager to execute agreements with Vicon Enterprises, Inc. and <br /> Superior Hot Tapping Services, Inc. to provide on-call welding services, for a three-year <br /> term beginning January 18, 2022 and expiring January 17, 2025, with provisions for one, <br /> two-year renewal period exercisable by the City Manager and City Attorney, with a shared <br /> aggregate amount not to exceed of $500,000, subject to non-substantive changes <br /> approved by the City Manager and City Attorney. <br /> DISCUSSION <br /> The Public Works Agency's Water Resources Division oversees and maintains the daily <br /> operations of the City's water and sanitary sewer systems. The water system is composed <br /> of approximately 480 miles of water main, 21 groundwater wells, seven pump stations, <br /> 10 reservoirs with a storage capacity of 49 million gallons, four pressure regulating <br /> stations, and seven connection points to the Metropolitan Water District. The system has <br /> an average daily demand of 30 million gallons from its roughly 45,000 service <br /> connections. <br /> To continue to meet customer demand, the Water Resources Division utilizes <br /> professional contractors for on-call welding services to help maintain, repair, and install <br /> metal pipes and associated fittings at water pumping facilities, lift stations, and other <br /> municipal utility facilities. Due to the high-pressure applications and structural <br /> components of the water system, it is imperative that professional welding services are <br /> utilized to ensure proper standards and applicable codes are met and followed. <br /> On August 24, 2021, the Public Works Agency issued Request for Proposals (RFP) No. <br /> 21-098 for on-call professional welding and fabrication services for the City's water <br /> system.
