Section 1. Introduction (continued) <br />RAIL -CYCLE MATERIALS RECOVERY FACILITY <br />ENVIRONMENTAL IMPACT REPORT <br />David Evans and Associates, Inc. is currently providing the City of Commerce with an <br />environmental impact report for a proposed solid waste recovery facility. The project is a <br />joint venture between Waste Management of North America and Santa Fe Railroad. The <br />Rail -cycle Materials Recovery Facility will be a component of a complete waste -by -rail <br />system providing service to the Southern California Region. The complete system will <br />consist of intermodal processing and transfer stations, rail transport, an off-loading station,- <br />a landfill disposal site, and composting facilities. <br />A recovery facility will be located on a 19.1 acre parcel in the south central portion of <br />Commerce within the Commerce Park planning area. The site is located adjacent to <br />AT&SF tracks and is owned by AT&SF. Three mainline tracks border the northern <br />perimeter. The Materials Recovery Facility is designed to receive refuse collection trucks, <br />commercial drop -box trucks, and municipal waste from the general public. The refuse <br />collection and drop -box traffic and unloading areas will be separate from the public traffic <br />areas to ensure efficient and safe unloading operations. All unloading and processing <br />facilities will be totally enclosed. When completed, this facility will process over 3,000 tons <br />of waste per day. <br />The Rail -cycle project would help the City of Commerce achieve the legislative <br />requirements of California Assembly Bill 939, The California Integrated Waste Management <br />Act. AB 939 establishes requirements for cities and counties to implement programs for <br />recycling, source reduction, and composting in order to reduce solid waste by 2517o in 1995. <br />and by 50% in the year 2000. <br />The environmental impact report (EIR) analyzes the potential environmental impacts that <br />may result from the construction and operation of the Rail -cycle Materials Recovery Facility <br />in the City of Commerce. The EIR discloses the different environmental effects anticipated <br />with the operation of the recycling facility. The EIR analyzes the proposed project's impacts <br />on earth, air, water, animal life, noise, land use, risk of upset, population, housing, public <br />services, energy, human health and aesthetics. <br />The $38,000 EIR was completed on schedule and within the original budget.
