SECTION 2: SCOPE OF WORK <br />UNDERSTANDING OF THE PROJECT <br />The City of Santa Ana formed a Redevelopment Agency in 1973. Since then, six <br />Redevelopment Project Areas have been established, encompassing nearly 5,000 acres of <br />the City. These are the Central City, Inter -City, South Main, North Harbor, Bristol Corridor <br />and South Harbor Redevelopment Plans. The City is currently preparing a seventh <br />redevelopment plan. The proposed School and Community Facilities Redevelopment Plan <br />will be primarily designed for the improvement of school facilities, parks, infrastructure and <br />other community -facilities in the City. It will cover over 12,000 acres of the City. <br />The City of Santa Ana has experienced rapid population growth in the past few years, <br />especially in the number of school -age children. This has led to severe overcrowding and <br />overuse of existing school facilities. State funds have not been available to build the <br />necessary classrooms and educational facilities to meet the growing need. The deterioration <br />of facilities and the lack of adequate space for students compromises the quality of <br />education that is provided to Santa Ana residents. The School and Community Facilities <br />Redevelopment Plan is intended to supplement state funding for new schools in the City. <br />The plan will provide the necessary school facilities and improve the educational services <br />to area residents. <br />The proposed School and Community Facilities Redevelopment Plan will involve the Santa <br />Ana Unified School District, Rancho Santiago Community College, Garden Grove Unified <br />School District, Tustin Unified School District, and the Orange Unified School District. <br />Agreements with the different school district will be necessary for the apportionment of <br />redevelopment funds and the types of projects that will be constructed. A working <br />committee has been established between the City and the different school districts. <br />Meetings of this committee has led to the formulation of the following goals for the <br />proposed Redevelopment Plan: <br />■ Design and develop educational and community facilities which are appropriately <br />sized, of exemplary quality, and are compatible with existing neighborhoods <br />N Assess and improve existing school and community facilities to maximize their <br />use and benefit to Santa Ana residents <br />a Develop joint -use facilities, where appropriate, to maximize resources <br />M Create a long-term funding mechanism for the community facilities plan <br />■ Nurture a positive working relationship between the City, school districts, and <br />_the community <br />City of Santa Ana <br />Redevelopment Plan EIR 2-1 <br />
