Section 2: Scope of Work (continued) <br />The City is exploring the advantages of using redevelopment as a tool for improving schools <br />and community facilities in the City. Through redevelopment funds, the City will be able <br />to provide new schools and upgraded facilities to the different school districts serving the <br />City. Recreational facilities for residential neighborhoods will also be developed under the <br />proposed Redevelopment Plan. Housing construction, rehabilitation or improvements will <br />be undertaken with 20 percent of the redevelopment funds (set -aside), as required by law. <br />The adoption of the proposed School and Community Facilities Redevelopment Plan will <br />not result in immediate physical development or environmental impacts. The purpose of <br />the Redevelopment Plan is to raise revenue to pay for new schools and other community <br />facilities. Schools and public improvements to the project area will increase property values <br />and taxes and, in turn, provide money to construct other public improvements. <br />In this way, the School and Community Facilities Redevelopment Plan will .be different from <br />conventional redevelopment plans. It will not undertake commercial or industrial <br />development projects and other infrastructure improvements which encourage private <br />investment and commerce in the City. Rather, it will build schools, school facilities, parks, <br />community centers, infrastructure and other facilities which will improve the quality of <br />neighborhoods in Santa Ana. No eminent domain powers will be used, and site acquisition <br />will be made through property owner negotiations only. <br />The adoption of the School and Community Facilities Redevelopment Plan requires <br />extensive public information and environmental review. The City of Santa Ana, acting as <br />the Lead Agency, has determined that an EIR will be needed under the California <br />Environmental Quality Act of 1970, as amended. The EIR will analyze the anticipated <br />impacts of the Redevelopment Plan for the following issues areas: <br />■ Earth and Geology <br />■ <br />Population and Housing <br />■ Air Quality <br />■ . <br />Transportation and Circulation <br />■ Water and Hydrology <br />■ <br />Public Services <br />■ Plant and Animal Life <br />■ <br />Energy <br />■ Noise <br />■ <br />Utilities <br />■ Light and Glare <br />■ <br />Human Health <br />■ Land Use <br />■ <br />Aesthetics <br />,r Natural Resources <br />■ <br />Recreation <br />■ Risk of Upset <br />■ <br />Cultural Resources <br />City of Santa Ana <br />Redevelopment Plan EIR 2-2 <br />
