Section 2: Scope of Work (continued) <br />DEA recommends that a community workshop or scoping meeting be held at this time with <br />the neighborhoods in the project area, to solicit their concerns about the proposed <br />Redevelopment Plan. Responsible and trustee agencies may also be invited to the workshop <br />to solicit their concerns and to establish ways for future consultation. The issues raised <br />during the community workshop will be given emphasis in the EIR. The City shall schedule <br />the workshop and DEA will assist in conducting the meeting. This workshop may be held <br />in coordination with the public participation component of the proposed Redevelopment <br />Plan. <br />Task 3: Environmental Impact Ang,lL <br />The School and Community Facilities Redevelopment Plan EIR will be structured as a <br />program EIR. It will addresses the impacts associated with the different projects proposed <br />under the School and Community Facilities Redevelopment Plan. Thus, -it will be general <br />in nature and will depend to the specificity of the information available on the different <br />school and public improvements that may be financed by the Redevelopment Plan. <br />The DEA project team will analyze the environmental impacts anticipated to result from the <br />implementation of projects -under the proposed Redevelopment Plan. .The impacts analysis , <br />will include both short-term effects (related to demolition, excavation and construction <br />activities) and long term effects (anticipated after the individual projects are completed). <br />Because of there will be a number of projects throughout the project area, the analysis will <br />address city-wide ar area -wide impacts rather than parcel specific impacts. <br />The EIR will address the issue areas identified in the preliminary environmental assessment, <br />and other issues raised by comments to the NOP and during the community workshop. <br />Each issue area will be discussed and analyzed according to the following sections: <br />Environmental Setting -.This section will contain a description of .the. <br />existing conditions, services, and facilities serving the project area. The <br />environmental setting will serve as the baseline for the impact analysis <br />and will describe conditions as they presently exist. <br />■ Environmental Impacts - This section will include an analysis of potential <br />impacts associated with the construction, use and occupancy of projects <br />under the proposed Redevelopment Plan. The analysis will assume a <br />buildout scenario likely to occur with the implementation of all of the <br />school projects anticipated to be financed under redevelopment. <br />Thresholds of significance will be described, where applicable. The <br />discussion will also identify any impact which would exceed established <br />thresholds. <br />City of Santa Ana <br />Redevelopment Plan EIR 2-6 <br />
