Section 2. Scope of Work (continued) <br />assessment will identify potential significant impacts and the explanation why <br />they are considered significant. Impacts found to be insignificant will also be <br />explained. <br />a Mandatory Findings of Sip frcance - the Lead Agency's findings concerning the <br />scope and nature of subsequent environmental review. Even though it is known <br />that an EIR will be prepared for the project, appropriate findings must be made <br />in the preliminary environmental review. <br />■ References - information sources used to prepare the environmental assessment <br />will be identified. <br />■ Initial Study Checklist - a standard checklist indicating whether or not the <br />Redevelopment Plan will result in any environmental impacts for the twenty <br />issue areas. <br />DEA will provide the City of Santa Ana with fifty (50) copies of the Initial Study package. <br />Ten copies of the Initial Study package will be submitted by the City to the State of <br />California Office of Planning and Research (OPR). At the same time, copies willbe mailed . <br />to designated responsible and trustee agencies. DEA will assist the City of Santa Ana in <br />identifying responsible agencies, trustee agencies, citizen groups, and other individuals who <br />should receive copies of the NOP. Following OPR's receipt of the NOP, a 30-day comment <br />period will begin. <br />Task 2: Preparation of Project Description <br />In consultation with City staff and the school districts, a detailed description summarizing <br />the Redevelopment Plan's physical and operational characteristics will be prepared. Physical <br />characteristics include the project area, existing developments, proposed schools, parks and <br />infrastructure, and other improvements that will be implemented under the Redevelopment <br />Plan. Operational characteristics relate to the phasing of the proposed redevelopment <br />projects, hours of use, access and parking, and other factors on the individual redevelopment <br />projects. <br />The project description will include an analysis of the project's regional location and <br />environmental setting. It will note the project area's location in relation to major roadways, <br />public facilities, schools, other parks, and residential neighborhoods. Photographs of the <br />project area; information on future projects provided by the City and school districts; and <br />a list of discretionary actions required for plan adoption will be provided. Specific land use <br />changes, redevelopment projects, rehabilitation, relocation and construction plans that may <br />occur under the proposed Redevelopment Plan will be identified. Other ongoing and <br />proposed projects in the City will be compiled into a related projects list for use in the <br />cumulative- irrrpact analysis of the Redevelopment Plan. <br />City of Santa Ana <br />Redevelopment Plan FIR 2-5 <br />
