Section 2. Scope of Work (continued) <br />Light and Glare - The existing light and glare characteristics of the project <br />area will be described. Sources of glare and night lighting will be identified. <br />The impacts of the proposed Redevelopment Plan include potential spillover <br />light from new schools, public facilities, and parking areas. The EIR will <br />evaluate light and glare impacts on adjacent uses that may accompany <br />individual redevelopment projects. Mitigation measures will be recommended <br />to prevent the creation of new light and glare through the use of non - <br />reflective materials, landscape barriers, lighting design, and other methods. <br />Land Use - Existing land uses within the project area and the applicable <br />general plan and zoning designations will be discussed, along with other <br />applicable land use ordinances. Exhibits and photographs of the site and <br />surrounding developments will be provided, as well as maps of the existing <br />general plan and zoning designations. <br />The Redevelopment Plan will be analyzed for conformity to existing city <br />ordinances and policies. Required amendments and permits that will be <br />necessary to process public facility developments will be identified. Proposed <br />changes to the General. Plan land use .map and the zoning map will be <br />mapped, when needed. <br />The EIR will also discuss the project's impact to the City's residential <br />neighborhoods. The proposed Redevelopment Plan will result in changes in <br />land use. Where specific locations for individual projects have been <br />identified, their land use impacts shall be analyzed in greater detail. Since the <br />proposed Redevelopment Plan will have no eminent domain powers, land use <br />impacts are likely to be limited until the school districts or the City have <br />acquired the properties. <br />Natural Resources - The EIR will discuss the project's impact on local and <br />regional natural resources. Natural resources as they relate to individual <br />project construction may be grouped in two categories: 1) air, mineral, and <br />water resources; and 2) resources which will be used in project construction <br />(e.g. aggregate for concrete, metals for steel). The analysis will include the <br />presence of mineral resources and natural resource extraction activities in or <br />near the project area. Air and water resources are discussed in other sections <br />of the EIR. The impacts of construction under the Redevelopment Plan <br />include the irretrievable commitment of construction material resources and <br />energy resources. This will be addressed in the EIR. Measures to conserve <br />existing natural resources will be identified. <br />Risk of Upset - The EIR will describe hazards present in the project area that <br />could result in human injury and property damage.
