The release of <br />hazardous materials or explosion may occur with individual projects which use <br />or generate hazardous materials. Possible interference with emergency <br />services and evacuation plans during construction and occupancy of projects <br />under the Plan may also occur. The risks posed by aircraft during take -off <br />and landing at John 'Wayne Airport and the Tustin Marine Air Station will be <br />discussed. Risks posed to adjacent uses and residents during redevelopment <br />project construction will be analyzed. Measures that may reduce these <br />hazards will be identified. <br />Population and Housing - The EIR will provide a discussion of the <br />population, household, and housing characteristics of the City. The proposed <br />Redevelopment Plan is not expected to increase the population or housing <br />stock in the City. The Redevelopment Plan will only accommodate the <br />existing population through improvements in school and community facilities <br />and infrastructure. The Redevelopment Plan is required to spend 20 percent <br />of set -aside funds for the development, improvement or rehabilitation of <br />affordable housing units. The EIR will discuss any impact on housing that <br />will occur with the use of these funds. Any increase in employment <br />opportunities within the project area will be addressed. <br />Transportation and Circulation - The project team will meet with City staff <br />to obtain information on the existing circulation network and traffic volumes. <br />DEA assumes that adequate data is available to discuss traffic volumes and <br />service levels along major streets. Because specific information on all <br />individual projects that will be built under the Redevelopment Plan are not <br />expected to be available, the discussion of traffic impacts will be general. It <br />will focus on changes in traffic and circulation patterns that will occur with the <br />relocation of students from existing overcrowded schools to new facilities. <br />The analysis will include the potential impacts from the redistribution of <br />school -generated traffic and the impacts on public transportation systems, <br />local transits, and existing parking lots. <br />Should adequate information become available to allow the development of <br />a detailed traffic study at this stage, DEA may expand its work program to <br />include the preparation of an independent traffic study. With this option, <br />traffic engineers at DEA will prepare a scope of work for approval by the City <br />and will provide project specific analysis of traffic impacts for the EIR. <br />Energy and Utilities - The EIR will include an analysis of the Redevelopment <br />Plan's impacts on the existing utility companies' ability to serve the project <br />area.
