CITY COUNCIL January 21, 1992 <br />MEETING �DATE <br />TITLEAGREEMENT WITH DAVID EVANS & <br />— <br />ASSOCIATES FOR EIR FOR THE <br />EDUCATIONAL AND COMMUNITY <br />"S <br />FACILI�YT EDEVELOPMENT PLAN <br />CITY MANAGER <br />CLERK OF THE COUNCIL USE ONLY <br />Approved <br />As Recommended <br />As Amended (see Minutes) <br />Ord i nance on I st Rea ding <br />E:] Ord 1 nance on 2nd Reading <br />E:] Implementing Resolution <br />F-_] Set Public Hearing For <br />Continued to: <br />FILE NUMBER(S): e4-- 12 —o o 3— <br />Direct the City Attorney to prepare, and authorize the Mayor and the Clerk of <br />the Council to execute, an agreement between the City of Santa Ana and David <br />Evans & Associates for the preparation of an Environmental Impact Report for <br />the Educational and Community Facilities Redevelopment Plan for an amount not <br />to exceed $53,000, <br />DISCUSSION <br />On November 19, 1991, the Redevelopment Commission authorized staff to <br />solicit proposals from environmental consulting firms for the preparation of <br />an Environmental Impact Report (EIR) for the Educational and Community <br />Facilities Redevelopment Plan, As stated in the Request for Proposals (RFP) <br />that was subsequently issued, the purpose of the Redevelopment Plan is to <br />provide a funding mechanism for much -needed school and community facilities. <br />RFPs were distributed to 11 firms recognized as having the expertise and <br />qualifications needed to prepare the environmental documents required for a <br />redevelopment plan adoption process. On December 18, 1991, five proposals <br />were received for this project: <br />Consultant <br />Higman Doehle, Inc. (Los Angeles) <br />David Evans & Associates (West Covina) <br />EIP Associates (Pasadena) <br />Stevenson, Porto & Pierce (Irvine) <br />The Keith Companies (Costa Mesa) <br />Fee Proposal <br />$40,500 <br />52,488 <br />88,695 <br />49,970 + expenses <br />106,685 <br />The proposals were reviewed and analyzed by an evaluation committee composed <br />of representatives from the Community Development Agency, Planning and <br />Building Agency, and the City Attorney's office. While all the responding <br />firms' credentials were commendable, the committee determined that the Higman <br />Doehle, EIP Associates, and The Keith Companies proposals lacked a thorough <br />A <br />C.S. 383 <br />
