Approve expenditure of $10,000 for youth recreation programs in Westminster for The Association <br />of Vietnamese Language and Culture Schools of Southern California, and direct Clerk of the Board <br />to execute the submitted agreement between the County of Orange and The Association of <br />Vietnamese Language and Culture Schools of Southern California. <br />18. Approve expenditure of $5,000 for after school programs and the summer youth academy in <br />Midway City including guitar training, soccer and other organized sports for Abrazar, Inc.,and <br />direct Clerk of the Board to execute the submitted agreement between the County of Orange and <br />Abrazar, Inc. <br />19. Approve expenditure of $100,000 for a Historic Main Street entry arch gateway in Garden Grove <br />for the Garden Grove Downtown Business Association, and direct Clerk of the Board to execute the <br />submitted agreement between the County of Orange and the Garden Grove Downtown Business <br />Association. <br />20. Approve expenditure of $5,000 for computer lab upgrade and conflict resolution and human <br />relations programs in Garden Grove for the Korean - American Coalition -Orange County, and direct <br />Clerk of the Board to execute the submitted agreement between the County of Orange and the <br />Korean- American Coalition- Orange County. <br />21. Approve expenditure of $25,000 to contract with California State University, Fullerton for a study <br />researching the causes and spread of gangs for the City of Santa Ana, and direct Clerk of the Board <br />to execute the submitted agreement between the County of Orange and the City of Santa Ana. <br />SUMMARY: <br />Approve allocation of First District Fund 130 funds for projects for City of Santa Ana, Westminster <br />Police Officers Foundation, Netz 4 Life, Inc., Orange County Community Foundation, City Lights Dream <br />Center, Santa Ana Young Men's Christian Association (YMCA), Santa Ana Unified School District, City <br />of Garden Grove, Performing Arts Guild of Orange County, Helping Others Prepare for Eternity <br />(H.O.P.E.), Friends of the Abbey Centre, Inc., Santa Ana Northwest Little League, Hope Community <br />Services, Inc., The Association of Vietnamese Language and Culture Schools of Southern California, <br />Abrazar, Inc., Garden Grove Downtown Business Association, Korean American Coalition- Orange <br />County, and Lien Doan Huong Dao Truong Son (Boy Scout/Girl Scout Troop 680). Delegate authority to <br />the Clerk of the Board to execute the agreements with the entities above. <br />BACKGROUND INFORMATION: <br />On November 14, 2006, with approval of the FY 06 -07 First Quarter Budget Report (agenda item #57), <br />the Board of Supervisors approved allocation of $5 million in General Funds to Fund 130 District <br />Community Priorities and Projects. The original intent of Fund 130 was to provide funds for capital <br />projects for parks; one million for each of the five supervisorial districts. <br />During the FY 07 -08 Budget Hearings on June 12, 2007, the Board approved an additional one million <br />dollars per supervisorial district and made a modification to the original intent for use of the funds. The <br />current allocation policy enables use of no more than 10% of the annual allocation for recreation <br />programs and projects.
