Award a contract to R. J. Noble Company, the lowest responsible <br />bidder, in accordance with unit bid prices plus add-on alternate one <br />in the estimated amount of $6,761,810 for construction of Project <br />Restore - Thin Overlay Phase I. <br />2. Approve a Funding Analysis with a total estimated construction cost <br />of $8, 790, 300. <br />DISCUSSION <br />This project is the first phase of the thin overlay treatment that is <br />part of the City's $100 million investment to rebuild neighborhood <br />streets throughout the City. This project will restore the pavement of <br />several local streets that require the least amount of repair work as <br />identified in the City's pavement management system (Exhibit 1). In <br />addition, some of the adjacent curbs, gutters, sidewalks, cross gutters <br />and wheelchair ramps are in various states of disrepair and require <br />replacement. The project provides for construction of thin asphalt <br />concrete overlay, replacement of damaged concrete curbs, gutters, <br />sidewalks, and curb ramps. Once completed, these improvements will <br />enhance the ride quality and visual appearance of the neighborhoods. <br />The Notice Inviting Bids was advertised on January 30 and February 1, <br />2008, and bids were opened on February 20, 2008. A summary of the bid <br />invitations mailed, the bids received, and the bid results follows. <br />23A-1 <br />
