Task 4 -Circulate Drcift EA l Public Hearing <br />URS will coordinate with the City to update the project agency and general public list and identify those <br />agencies and members of the public who will receive the Draft EA and/or public notices regarding the <br />availability of the Draft EA and the public meeting. Responsible, participating, and interested public agencies <br />groups and organizations, utility and service providers, businesses, and members of the general public will be <br />included in the distribution list. <br />URS will prepare a Notice of Opportunity for Public Hearing in accordance with Caltrans requirements for <br />publication in a newspaper of local circulation, for posting at the Orange County Clerk's office, and for <br />distribution to affected parties and property owners. A draft notice will be provided to the City and Caltrans <br />for concurrent review. Upon receipt of comments from the City and Caltrans, a final notice will be prepared <br />and provided to the City and Caltrans. It is assumed that all transmittals of the notice will be done <br />electronically. URS will assist the City and Caltrans with publishing the notice, but it is assumed that the cost <br />of publication will be the responsibility of the City. It is assumed that the Draft EA will require a 30-day <br />public review period. <br />It is also assumed that the City will hold one public hearing during the 30-day public review period to solicit input <br />on the Draft EA. This task will include the planning and support of the public hearing for the project. <br />It is assumed that the City will make all necessary requirements to reserve the public hearing venue. URS <br />responsibilities related to this task are assumed to include the following deliverables. <br />Assu m ptions/Deliverables: <br />- Record of public hearing <br />- Meeting materials <br />- Documentation of attendance <br />- Recording of comments <br />- Handouts, displays, etc. (in both English and Spanish) <br />- Court reporter <br />- Translator <br />Task 5- Response to Comments l Prepare Final EA <br />Public and agency comments received on the Draft EA are part of the record of the environmental <br />documentation for the project and are considered in the identification of the preferred alternative, and the <br />FONSI for the Final EA. URS will review and respond to all comments received and will work with the City <br />and Caltrans to resolve all responses to comments as necessary. The responses to comments will be provided <br />to the City and Caltrans for review and approval prior to making any changes to the EA. It is assumed that no <br />comments requiring new analyses or requests requiring extensive revisions to the Draft EA will be received. <br />New analyses are assumed to be analyses beyond those included in the Draft EA or extensive reanalysis of <br />evaluations contained therein. <br />Upon approval of the responses to comments, the EA will be updated to reflect input and any new <br />information received during the public review period. The draft Final EA and FONSI will be submitted for <br />review, along with a completed Environmental Document Review Checklist. <br />The environmental commitments record (ECR) will be prepared in a table format for inclusion in the Final <br />EA. The matrix table will include a description of each avoidance, minimization, and mitigation measure from <br />the EA and technical studies, organized by topic and numbered to correspond with the impacts. For each <br />measure, the Reporting Process, Timing of Measure, Responsible Party, and Verification of Compliance will <br />be identified. The ECR will be included in each Final EA and reviewed as part of those documents. <br />13 <br />25H-15 <br />
