<br />Highlights of this work study session are as follows: <br /> <br />. Jay Trevino, Executive Director of Planning and Building Agency made <br />a presentation of various elements of the City's Housing Plan <br />. Housing element is a required chapter of Santa Ana's comprehensive <br />General Plan <br />. General Plan guides future development in Santa Ana <br />. Legal requirements of the element include the following: <br />o Analysis of existing community characteristics <br />o Inventory of suitable sites for housing development <br />o Analysis of potential barriers and constraints to housing <br />development <br />o City's housing goals, quantified policies and implementing <br />programs <br />. Santa Ana is required to plan for 3,393 new units between 2006 and <br />2014 including apartments, condominiums, and single-family homes <br />. Housing prices must be affordable to all income levels in Santa Ana <br />(Median income in Santa Ana is $54,000) <br />. Santa Ana offers about 75,000 housing units; predominantly single- <br />family housing types <br />. Homeownership-renter ratio is 50:50 percent <br />. Vacancy rate is low - approximately 2 percent <br />. Deadline for completion of the housing element is June 30, 2008 <br />. Steve PonTell, President of the New West Ventures, presented various <br />facts, maps, and data related to options for the City's future housing <br />plan <br /> <br />Councilmember Carlos Bustamante left the meeting at 8:20 p.m.; Mayor <br />Pulido left the meeting at 8:22 p.m. and Mayor Pro Tem Alvarez assumed <br />the chair. <br /> <br />Council discussion ensued and members provided several suggestions for <br />inclusion in the plan. Mayor Pro Tem Alvarez asked staff to prepare a <br />working draft document for further Council review. <br /> <br />PUBLIC COMMENTS <br /> <br />Steve McGuigan noted that the Work Study session could have been <br />conducted in the Council Chambers; also noted that the City needed to <br />review the general plan and the transportation plan in conjunction with the <br />housing element <br /> <br />George Collins noted that the Council took action on an item tonight that <br />was not part of the work study session <br /> <br />CITY COUNCIL MINUTES <br /> <br />50 <br /> <br />FEBRUARY 19, 2008 <br />
