•
Confidential
• A Comprehensive Understanding Of The MWD
Temporary Employee Lawsuit And A Unique Approach
That Minimizes The City's Risk. The following sections
summarize the MWD lawsuit and our operational approach
follow in Section 1.3.
1.1 Project Partners' Unique Benefits
Ability To Use On -Site Engineering Services
On Longer Term Projects
Ability to Consistently Obtain High Quality
Technical Professionals
Project Partners is unique. We are a civil engineering firm run
and managed by a professional engineer with over 20 years of
experience. We also have an unusually thorough
understanding of the complex public sector labor laws. This
combination leads to two distinct benefits for the City.
✓ Reducing Risks For Longer Term Projects -
Understanding the labor law issues identified in the
MWD lawsuit gets significantly more complex and
correspondingly the risks to municipalities becomes
increasingly more significant with assignments that
are longer than six months. This combined with
the fact that many engineering related needs, often
exceed six months can complicate the situation and
pose a dilemma for cities.
Fortunately Project Partners can be the solution.
Cooperatively with. the MWD case lawyers, we
have developed a detailed operational procedure
that significantly reduces the public sector's risk
and exposure from labor law issues. Our
operations would allow the City to use our on -site
technical services on longer term projects without
being exposed to the risks and issues highlighted
in the lawsuit. The MWD lawsuit, its potential
impacts to the City, and the Project Partners'
operational procedures are explained in greater
detail in Section 1.2 and 1.3.
✓ High Quality Professionals - Project Partners
excels in attracting high quality professionals. In
complex engineering projects, it is the caliber of the
people involved that can determine the degree of
Project Partners Proposal for Temporary Engineering and Technical Support Services
City of Santa Ana
Section 1 Page 2
