"Partners in lding Innovative Project Teams"
www. projectpartners. cam
Project
Partners
James Ross November 10, 2002
Director of Public Works
City of Santa Ana
20 Civic Center Plaza
Ross Annex M-36
Santa Ana, CA 92702
Re: Proposal for As -Needed Temporary Engineering and Technical Support Services
Dear Mr. Ross:
Project Partners is pleased to submit this proposal and is excited about the opportunity to serve
the City of Santa Ana. We are a civil engineering firm that specializes in providing onsite
engineering and construction support services to public sector organizations. Because this
specialty is the exact services the City of Santa Ana is seeking, combined with our excellent
working relationship with the City, we several distinct advantages:
• A Proven Track Record With The City Of Santa Ana
• A Proven Track Record With Other Municipalities
• A Network of Civil Engineering Professionals
• A Comprehensive Understanding Of The MWD Temporary Employee Lawsuit And
A Unique Approach That Minimizes The City's Risk.
Another key and very important benefits is:
• The Ability To Use On -Site Engineering Services On Longer Term Projects
Long term service is one of the most valuable benefits we offer. The labor law issues identified
in the MWD lawsuit and correspondingly the legal exposure and risks to municipalities increase
significantly with assignments that are longer than six months. This combined with the fact that
many engineering related needs, often exceed six months can complicate the situation and
pose a dilemma for cities.
Fortunately Project Partners can be the solution. Our detailed operational procedures were
developed specifically to address these labor law issues, and allow public sector organizations
to use our on -site technical services on longer term projects without being exposed to the risks
and issues highlighted in the lawsuit. Our operational procedures and the MWD lawsuit are
presented in Section 1.1 through 1.3 of this proposal.
In closing, we look forward to continue providing the City with excellent engineering and
technical services. As always, if you have any questions or need further clarification, please be
sure to give me a call at (949) 852-9300, ext. 103.
Sincerely,
k_1
?ProjoectofPners
.E.
18301 Von Karman Avenue I I phone 949.852.9300
Suite 3 fax 949.852.9322
Irvine, CAA 92612
