Research and Data Collection <br />URS will research and collect information related to the proposed project to support preparation <br />of the environmental studies, including conducting detailed site reconnaissance and obtaining <br />project-related reports, as-builts and record drawings, agreements, right-of-way data, and future <br />improvements plans adjacent to or affecting the project site. <br />2. ENVIRONMENTAL DOCUMENTATION PREPARATION <br />Provided below is a description of the separate CEQA and NEPA compliant documents that are <br />proposed for this project. <br />CEQA Compliance - The RFP suggests that a Supplemental EIR to the originally certified EIR <br />(2002) may be required for the project described herein. Based on conversations with City staff, <br />it is URS' understanding that the description of the project alternatives included in the originally <br />certified EIR have not changed for the proposed widening of Grand Avenue between First and <br />Fourth Streets. It too is understood that there are no other reasonable or feasible alternatives <br />beyond what were analyzed in the previous EIR. Section 15162(a) of the CEQA Guidelines <br />states that when an EIR has been certified for a project, no Supplemental or Subsequent EIR <br />shall be prepared for that project unless the Lead Agency determines, on the basis of <br />substantial evidence in light of the whole public record, one of the following: <br />Substantial changes are proposed in the project which will require major revisions of the <br />previous EIR due to the involvement of new significant environmental effects or a <br />substantial increase in the severity of previously identified significant effects; <br />Substantial changes occur with respect to the circumstances under which the project is <br />undertaken which will require major revisions of the previous EIR due to the involvement <br />of new significant environmental effects or a substantial increase in the severity of <br />previously identified significant impacts; <br />New information of substantial importance, which was not known and could not have <br />been known with the exercise of reasonable diligence at the time of the previous EIR <br />was certified as complete, shows any of the following: <br />• The project will have one of more significant effects not discussed in the previous <br />EIR; or <br />• Significant effects previously examined will be substantially more severe than shown <br />in the previous EIR; or <br />• Mitigation measures or alternatives previously found not to be feasible would in fact <br />be feasible, and would substantially reduce one or more significant effects of the <br />project, but the project proponents decline to adopt the mitigation measures or <br />alternative; or <br />• Mitigation measures or alternatives which are considerably different from those <br />analyzed in the previous EIR would substantially reduce one or more significant <br />effects on the environment, but the project proponents decline to adopt the mitigation <br />measure or alternative. <br />9
