Based on our understanding of the project at this time, the widening of Grand Avenue between <br />First and Fourth Streets, as originally analyzed in the previously certified EIR, would not meet <br />any of the above listed criteria pursuant to CEQA Guidelines Section 15162 or 15163 requiring <br />preparation of a Subsequent or Supplemental EIR, respectively. The updated analyses <br />prepared for the NEPA document, as applicable, would be incorporated by reference into the <br />CEQA Addendum. As described in Section 15164(e) of the CEQA Guidelines, a brief <br />explanation (e.g., memorandum report) of the decision not to prepare a Subsequent EIR <br />pursuant to Section 15162 of the CEQA Guidelines shall be included in the EIR Addendum - <br />the Addendum does need not be circulated for public review. If the City ultimately elects to <br />prepare a Supplemental EIR based on the updated analyses (e.g., traffic, air quality, etc.), that <br />document would be approved within the same timeline as the NEPA EA thereby not negatively <br />affecting the project schedule. <br />NEPA Compliance - As stated in the RFP, it is assumed that the project will require <br />preparation of a NEPA EA, leading to issuance of a FONSI, and supporting technical studies <br />pursuant to pertinent Caltrans and FHWA guidelines. Because the project is located off the <br />SHS, preparation of the NEPA EA will be coordinated with Caltrans' District 12 Local Assistance <br />Office, as further described in Chapter 6 of Caltrans' LAPM, to meet current reporting <br />requirements pursuant to Caltrans' SER and applicable Environmental Handbooks. Provided <br />below is a flow chart that illustrates the key milestones for preparation and approval of a NEPA- <br />compliant EA for a project off the SHS. The PES Form is <br />utilized exclusively for local federally aided projects off the SHS, and is used to confirm the <br />types of technical studies and the ultimate required NEPA-compliant document. URS and the <br />City's project representative will prepare the PES Form, and sign the document for transmittal to <br />Caltrans. The PES Form will require signatures from Caltrans' professionally qualified staff <br />regarding the level of required cultural resources (i.e., Section 106) documentation for the <br />project. Caltrans' District Senior Environmental Planner and Local Assistance Engineer also will <br />review and sign the PES Form. Final confirmation of the technical studies and NEPA document <br />required will be documented through review and signature by the Environmental Coordinator at <br />Caltrans' Headquarters Division of Environmental Analysis. <br />10
