URS will prepare a Notice of Opportunity for Public Hearing in accordance with Caltrans <br />requirements for publication in a newspaper of local circulation, for posting at the Orange <br />County Clerk's office, and for distribution to affected parties and property owners. A draft notice <br />will be provided to the City and Caltrans for concurrent review. Upon receipt of comments from <br />the City and Caltrans, a final notice will be prepared and provided to the City and Caltrans. It is <br />assumed that all transmittals of the notice will be done electronically. URS will assist the City <br />and Caltrans with publishing the notice, but it is assumed that the cost of publication will be the <br />responsibility of the City. It is assumed that the Draft EA will require a 30-day public review <br />period. <br />It is also assumed that the City will hold one public hearing during the 30-day public review <br />period to solicit input on the Draft EA. This task will include the planning and support of the <br />public hearing for the project. It is assumed that the City will make all necessary requirements to <br />reserve the public hearing venue. URS responsibilities related to this task are assumed to <br />include the following deliverables. <br />Assumptions/Deliverables: <br />? Record of public hearing <br />? Meeting materials <br />? Documentation of attendance <br />Recording of comments <br />y Handouts, displays, etc. (in both English and Spanish) <br />Court reporter <br />? Translator <br />Task 5 - Response to Comments / Prepare Final EA <br />Public and agency comments received on the Draft EA are part of the record of the <br />environmental documentation for the project and are considered in the identification of the <br />preferred alternative, and the FONSI for the Final EA. URS will review and respond to all <br />comments received and will work with the City and Caltrans to resolve all responses to <br />comments as necessary. The responses to comments will be provided to the City and Caltrans <br />for review and approval prior to making any changes to the EA. It is assumed that no comments <br />requiring new analyses or requests requiring extensive revisions to the Draft EA will be <br />received. New analyses are assumed to be analyses beyond those included in the Draft EA or <br />extensive reanalysis of evaluations contained therein. <br />Upon approval of the responses to comments, the EA will be updated to reflect input and any <br />new information received during the public review period. The draft Final EA and FONSI will be <br />submitted for review, along with a completed Environmental Document Review Checklist. <br />The environmental commitments record (ECR) will be prepared in a table format for inclusion in <br />the Final EA. The matrix table will include a description of each avoidance, minimization, and <br />mitigation measure from the EA and technical studies, organized by topic and numbered to <br />15
