N-2008-027 <br />Contract No. <br />AGREEMENT UNDER THE WORKFORCE INVESTMENT ACT <br />TO CONDUCT RETURN ON INVESTMENT STUDY PHASE III <br />THIS AGREEMENT, made and entered into this ~~' day of January, 2008, by and <br />between the City of Santa Ana, a charter city and municipal corporation duly organized and existing <br />under the Constitution and laws of the State of California ("CITY") and California State University <br />Fullerton Social Science Research Center through the CSU Fullerton Auxiliary Services Corporation, a <br />501(cx3) non-profit corporation ("CONTRACTOR"). <br />W-I-T-N-~-S-S=E-T-H <br />Recitals: <br />A. CITY has been designated a Local Workforce Investment Area (LWIA) under <br />the Workforce Investment Act of 1998, Public Law 105-220 ("the Act"). <br />B. The State of California has created the LWIA to administer the Act programs <br />operated by the State of California pursuant to the Act. <br />C. As a LWIA, CITY is entitled to receive federal funds to establish programs and <br />to provide job training to those individuals who are economically disadvantaged or otherwise face <br />serious barriers in obtaining productive employment. The Santa Ana Workforce Investment Board <br />(WIB)/Oversight and Data Committee and the Local Workforce Investment Area (LWIA) desire to hire <br />an entity to conduct a Return on Investment (ROI) Study for Program Year (PY) 07-08 on its Santa <br />Ana Workforce Investment System (the "Study"). <br />D. CONTRACTOR is experienced in the special skill and knowledge needed to <br />conduct the Return on Investment (ROI) Study -Phase III of Local Workforce Investment System for <br />the Santa Ana Workforce Investment Board (WIB). CONTRACTOR shall perform afour-quarter <br />study to determine the ROI generated by this system for the universal access customers who used the <br />one-stop at least one time during PY 07-08 to look for employment and used one or more of the <br />various services available at the WORK Center for universal access customers. <br />E. CONTRACTOR is willing to operate said Study pursuant to the Act and <br />California law. <br />WHEREFORE, for and in consideration of the respective and mutual covenants and <br />promises hereinafter contained and made, and subject to all the terms and conditions hereof, the parties <br />hereto do hereby agree as follows: <br />2 5 N -3 page 1 of 14 <br />
