OTHER ACTIONS <br />IDENTIFICATION OF IMPEDIMENTS TO FAIR HOUSING CHOICE <br />As a recipient of federal grant funds, the City of Santa Ana is required to prepare an <br />analysis of impediments to fair housing choice (AI). In addition to identifying <br />impediments, a strategy to overcome these barriers must be implemented. The AI <br />must be prepared to complement the Consolidated Plan. The City was a participant <br />in the development of a regional AI, prepared by the Fair Housing Council of Orange <br />County (FHCOC) on behalf of 13 municipal jurisdictions and the County of Orange. <br />This document covers a full array of public and private policies, practices and <br />procedures affecting housing choice locally and in the Orange County region. This <br />document has served as the substantive basis for Fair Housing planning. The AI <br />covers the 2006-2010 timeframe. <br />SUMMARY OF IMPEDIMENTS IDENTIFIED IN THE ANALYSIS <br />The following is a summary of impediments identified in the AI. It is important to <br />note that not all of the impediments identified in the analysis are present in <br />Santa Ana. This summary is based on a regional evaluation: <br />^ A need exists for cost sensitive and effective fair housing counseling that <br />provides comprehensive educational services and fair housing enforcement. <br />^ There is a need for apro-active evaluation of fair lending practices in the region <br />to evaluate, explain and eliminate disparity in lending practices by race and <br />national origin. <br />^ Local jurisdictions do not have a formal fair housing education system in place for <br />employees who impact fair housing issues (e.g., planning/zoning and code <br />enforcement staff). <br />^ Residents do not have adequate information regarding basic housing rights, <br />which may lead to an increase in undetected discrimination. <br />^ Insurance companies may be targeting certain zip codes for higher denial rates <br />or different terms and conditions. <br />4/16108 26 <br />19E-38 <br />
