CITY OF SANTA ANA ZOOS-2009 ANNUAL ACTION PLAN ^ Local entitlement communities may have policies and programs that affect housing development, which may indirectly act as an impediment to fair housing choices. Acfions to Address Identified lmpedimenfs The following actions have been identified in the regional AI and the City of Santa Ana as actions to be taken to address identified impediments to fair housing. ^ Fair housing services will be provided at an effective and responsive level. The Fair Housing Council of Orange County submitted a proposal to the City to provide fair housing services for 1,060 Santa Ana resident households. ^ The City will utilize existing referral and advocacy resources such as the FHCOC, Orange County Human Relations Commission, and the Legal Aid Society of Orange County, to investigate, address, and refer complaints of unfair or predatory lending practices. ^ Appropriate City personnel will be enrolled in applicable educational courses to ensure the most comprehensive fair housing service possible. Housing Authority, code enforcement and other "housing" related staff will be the primary recipients of this training. ^ A similar course of action will be taken by the City to address complaints of insurance redlining, i.e., the City will utilize existing referral and advocacy resources such as the FHCOC, Orange County Human Relations Commission, and the County District Attorney to investigate and address complaints. ^ As a partner in the preparation of the regional AI, the City provided the Fair Housing Council of Orange County with information regarding current policies that may have an impact on housing development. The City will continue to review the recommendations of the regional AI and consider modifications to present policies that may have a nexus limiting fair housing choice. 27 4/16!08 19E-39
