METROPOLITAN MEDICAL RESPONSE SYSTEM <br />V Prnaram C <br />The FY05 MMRS program assists designated localities with funding to write plans, <br />develop training, purchase equipment and pharmaceuticals, and conduct exercises <br />related to catastrophic incidents, whether terrorist or natural disaster. <br />The MMRS program enables jurisdictions to achieve an enhanced local capability to <br />respond to mass casualty events during the first hours of a response until significant <br />external assistance can arrive. MMRS jurisdictions are prepared to respond to the <br />range of mass casualty incidents —from weapons of mass destruction, epidemic <br />outbreaks, natural disasters, and large -scale hazardous materials events. <br />MMRS establishes linkages among first responders, medical treatment resources, <br />public health officials, emergency management offices, volunteer organizations and <br />other local elements working together to reduce the mortality and morbidity that would <br />result from a catastrophic incident. <br />The MMRS program also emphasizes enhanced mutual aid with neighboring localities <br />(MMRS "operational area ") and state and federal agencies. Additional information is <br />provided at http: / /mmrs.fema.gov. <br />The FY05 MMRS program will support the MMRS jurisdictions in: <br />• Ensuring that their strategic goals, objectives, operational capabilities, and <br />resource requirements are adequately incorporated in State and UASI <br />Homeland Security Assessment and Strategy documents <br />• Revising their operational plans to reflect State and Urban Area Homeland <br />Security Assessments and Strategies <br />• Achieving preparedness in the eight Capability Focus Areas, which should <br />also be coordinated with HSPD -8 efforts <br />• Ensuring the maintenance of MMRS capabilities established through the <br />completion of baseline deliverables and other previous activities supported by <br />federal funding. <br />Period of Performance. The period of performance for FY05 HSGP, including FY05 <br />MMRS, is 30 months, from October 1, 2004 through March 31, 2007. A portion of this <br />period overlaps with deliverables schedules under the FY03 MMRS jurisdictional <br />contracts and FY04 MMRS grants. Grant recipients, to the greatest extent possible, <br />should correlate the funding from FY05 MMRS with the ongoing activities funded by the <br />DEPARTMENT OF HOMELAND SECURITY I OFFICE FOR DOMESTIC PREPAREDNESS <br />91 <br />
