UNDERSTANDING OF THE PROJECT (EXHIBIT A) The City of Santa Ana is proposing to construct a new sewer lift station, to be located at the end of San Lorenzo Avenue just east of Bristol Street. The proposed sewer lift station would replace an existing lift station located beneath Bristol Street approximately 700 feet to the west. During construction of the proposed lifr station, the existing lift station would remain in operation. The proposed facility would be constructed adjacent to existing motel uses, located immediately west of the project site, with residential uses located to the north, east, and south. Features proposed as part of the project include: a wet well of sufficient size and depth to prevent back up and surchazging of the upstream sewer mains; a below ground dry pit to house the pumps, motors, associated equipment and appurtenances; a small block building (approximately 15 feet by 15 feet in size) to house the electrical panels; a stairway access into the dry pit; and new landscape and handscape improvements azound the building for that area within the public right-of--way (sidewalk, curb and gutter, street trees, shrubs, and ground cover). The project also proposes the construction of 1,300 lineal feet of new I S-inch to 18-inch sewer main and appurtenances. It is our understanding that the City of Santa Ana anticipates that a mitigated negative declaration would be adequate to comply with the California Environmental Quality Act (CEQA). Additionally, it is our understanding, based on the scope of work identified in the RFP, that no technical reports (e.g., air quality, noise, etc.) will be required in support of the required MND. Should any technical reports be required, the scope of work identified by this proposal will need to be revised to include the costs of prepazation of such studies. This proposal sets forth a scope of work and budget to prepare and process an Initial Study (IS) and MND for the proposed San Lorenzo Sewer Lifr Station project. As more fully set forth in our proposed ScorE OF WOttx, incorporated herein and attached hereto as ExxtstT B, this proposal includes work efforts associated with: 1) Preliminary research; 2) Prepazation of a Draft Initial Study/Mitigated Negative Declaration (IS/MND) document; 3) Revisions to the Draft IS/MND pursuant to City staff comments and preparation of a Mitigation Monitoring and Reporting Program (MMRP) and Notice of Intent (NOI); 4) Consideration of Responses to Comments, Prepazation of a Final IS/MND, and Posting of a Notice of Determination (NOD); 5) Project coordination and processing; and 6) Attendance at project meetings and hearings.
