9. BONDS <br />Each proposal shall be accompanied by cash, a cashier's or certified check payable to the City <br />of Santa Ana, or a bid bond issued by a corporate surety, for an amount not less than ten <br />percent (10 %) of the aggregate of the bid, as a guarantee that the bidder will enter into the <br />proposed contract if the same is awarded to him. The successful contractor shall also be <br />required to provide the City a Payment bond in the amount of 100% of the total award to satisfy <br />claims of material suppliers and laborers employed by it and finally a Performance Bond in the <br />amount of 100% of the total award to guarantee faithful performance of all work in a manner <br />satisfactory to the City within 20 days of receipt of award. <br />III. EVALUATION OF PROPOSALS <br />The response to this Request for Proposal should contain documentation of contractor's credentials and <br />expertise in this field. Consideration will be given to contractors with demonstrable and documented <br />experience in similar work. <br />The responses received will be reviewed by an evaluation committee established by the Administrative <br />Services Division of the Parks, Recreation and Community Services Agency. The successful proposal <br />will be based upon cost competitiveness and the qualifications of the contractor submitting the <br />proposal. The bids will be evaluated based on the following criteria: <br />Capability and Experience of Contractor 25% <br />1. Ability of contractor to obtain the staff and equipment necessary to perform specifications <br />2. Training and safety precautions taken to perform specifications <br />3. Contractor's financial ability to provide uninterrupted custodial services throughout the term of <br />the agreement <br />4. Experience of lead worker and maintenance staff assigned to the contract <br />5. Experience of supervisory and management staff assigned to the contract <br />Past Performances 25% <br />1. Past record of performance on contracts with other cities, governmental agencies or similar <br />organizations, including such factors as reliability, adherence to specifications and compliance <br />with contract terms and conditions <br />2. Acceptable, verifiable references and site reviews <br />Cost of Proposal <br />1. Cost of base proposal <br />2. Cost of add -on locations <br />3.
