CODE OF ETHICS AND CONDUCT FOR THE CITY OF SANTA ANA'S <br />ELECTED AND APPOINTED OFFICIALS -City Attorney and Clerk of the <br />Council Offices <br />Jose Sandoval, Chief Assistant City Attorney, presented a brief overview <br />of the process related to the creation of Code of Ethics for the City of <br />Santa Ana as presented to the City Council for their review. Rita Gallardo, <br />Chief Assistant Clerk of the Council, introduced JoAnne Speers, Executive <br />Director of the Institute for Local Government. Highlights of this <br />presentation are as follows: <br />• Discussed rule-based versus values-based ethics codes and the <br />elements of a value-based code and why value-based codes are <br />preferred over rule based codes <br />Discussed the draft values chosen by Commissions/Boards and <br />the Ad-Hoc Committee: Integrity & Honesty, <br />Responsibility/Protecting the Public's Interest, <br />Fairness/Accountability, Respect, and Proper & Efficient Use of <br />Public Resources <br />CITY COUNCIL MINUTES 140 MAY 19, Zook <br />
