WORK STUDY SESSION <br />• Discussed the legal context and the scope of ethics laws; list of <br />"do's" rather than "don'ts" important to consider; reflects aspirations <br />for conduct based on community's standards; adds another source <br />of guidance for public officials <br />• Three parts to consider for code: code of ethics, expressions of <br />values (code of conduct), and implementation strategy <br />• Implementation strategy for the Code of Ethics: Goal: become part <br />of the culture of ethics in public service in Santa Ana, must be <br />publicized, and will be the standard by which public officials are <br />measured in the City <br />• Ms. Speers complimented the process the City of Santa Ana used <br />to formulate the Code of Ethics <br />Councilmember Martinez left the meeting at 6:25 p.m. <br />W.S.B. FISCAL YEAR 2008-2009 CITY BUDGET OVERVIEW -Finance & <br />Management Services Agency <br />Catherine Standiford, Assistant City Manager, presented an overview of <br />the 2008-2009 City's budget. Highlights of this presentation are as <br />follows: <br />Discussed the economic outlook of the City including slower <br />growth, housing slump and energy costs impacting tax revenues, <br />and, noted that construction and financial markets will be weakest <br />sectors in Orange County <br />Reviewed the City's revenue sources and appropriations, <br />Council/community priorities including public safety, improved <br />transportation infrastructure, deferred Park maintenance, ensured <br />long-term financial stability, improved public access to City Council <br />meetings, and continued funding for expanded library services; <br />proposed workforce changes; modified miscellaneous fees <br />Budget also includes an emphasis on expenditure controls and <br />maintaining funding of all front-line programs and services <br />Public Hearing for the budget will be held at the next Council <br />meeting to be held on June 2, 2008 <br />Materials related to the budget are available for review on the <br />City's website and in the Clerk of the Council's office <br />Mayor Pulido and Councilmember Sarmiento left the meeting at 6:55 p.m. <br />PUBLIC COMMENTS ON ISSUES OF PUBLIC INTEREST -None <br />CITY COUNCIL MINUTES 741 MAY 19, 2008 <br />
