CITY OF SANTA ANA <br />ENVIRONMENTAL SERVICES I TRAFFIC <br />KIMLEY-HORN APPROACH TO ENVIRONMENTAL <br />CONSULTING SERVICES: TRAFFIC <br />Providing environmental traffic services to the City on an as -needed basis requires a different <br />approach from typical project -specific contracts. From numerous similar contracts and on -call <br />assignments, Kirnley-Horn has developed the following philosophy for this type of work: <br />We work in partnership with you, serving as an extension of City staff. <br />Each task assigned under an on -call contract is unique. It is the responsibility of the Project <br />Manager to understand the task scope and schedule needs and identify an appropriate Task' <br />Manager for each assignment. <br />After consultation with the responsible City staff, the Task Manager develops a scope of services, <br />budget, and schedule to meet the City's needs. <br />The Task Manager is responsible for executing the task scope within the identified budget and <br />schedule. The Project Manager ensures that staffing needs are met. An independent Quality <br />Control Manager develops and oversees the process for conducting quality reviews. <br />C• Consultant responsiveness to the City's needs is paramount. <br />SAMPLE SCOPE AND SCHEDULE <br />The following presents a proto-typical EIR Traffic Study Scope. <br />PROJECT UNDERSTANDING <br />Kirnley-Horn will first develop an understanding of the project by reviewing the project site plans <br />and Project Description prepared as part of the Initial Study. Often, it is necessary to talk with staff <br />to understand area -specific issues and concerns. A visit to the site and review of prior studies is also <br />typical. Once Kirnley-Horn has a grasp of the project plans and understands the traffic -related <br />issues, a traffic study scope is developed. The following is a typical scope of services for an EIR <br />traffic study. <br />SCOPE OF SERVICES <br />Kirnley-Hom will provide the following services: <br />• Kirnley-Hom will provide the following services <br />• Obtain a copy of the project site plan for the proposed project, including building square <br />footages, residential units, site layout, site driveways, parking supply, and any other site <br />features that will affect the traffic analysis.
