CITY OF SANTA ANA <br />ENVIRONMENTAL SERVICES I TRAFFIC <br />• Conduct a site visit to observe existing traffic conditions at the project site and the study <br />roadways and intersections surrounding the site. The Existing Conditions section of the <br />report will identify mid -block lane configurations on all roadway segments between study <br />intersections, intersection lane geometry and controls, and all existing bicycle, pedestrian, <br />transit, and public parking facilities. <br />• Report exhibits will be prepared to present existing traffic, transit, and pedestrian <br />conditions in visual form. <br />• Obtain morning and evening peak hour traffic turning movement count data at the study <br />intersections, and directional 24-hour traffic data on the study roadway segments. <br />• Develop project trip generation estimates for the proposed project, using the Institute of <br />Transportation Engineers (ITE) publication Trip Generation (7th Edition). The project is <br />assumed to build out in a single phase. Trip generation estimates will include adjustments <br />for pass -by factors, on -site trip capture, and alternative travel modes, as appropriate. <br />• Develop trip distribution assumptions for the project traffic, based on familiarity with the <br />project area, and likely origins and destinations of site residents or visitors. Project traffic <br />will be distributed to the study roadway segments and through the study intersections and <br />the project traffic contribution to each will be identified. <br />• The trip generation and trip distribution assumptions and analysis methodology will be <br />presented to City staff for review and concurrence prior to proceeding with the analysis <br />phase of the study. <br />• Work with City Planning staff to identify approved and pending projects (including all <br />proposed and reasonably foreseeable projects) and ambient growth rates, to develop <br />Cumulative Conditions traffic forecasts for the Project Opening Year. <br />Obtain OCTAM peak hour and daily Build -out forecast data from the OCTA. Using <br />forecasted approach volume data, develop build -out peak hour forecasts for the study <br />intersections and daily forecast data for roadway segments. <br />• Conduct roadway and intersection analysis and summarize operating conditions on the <br />study roadways segments and at the study intersections for the following scenarios: <br />- Existing Conditions (2007) <br />- Opening Year (Cumulative Conditions) without Project <br />- Opening Year with Project <br />- Opening Year with Project with Mitigation (if needed) <br />- General Plan Build -out without Project <br />- General Plan Build -out with Project <br />- General Plan Build -out with Project with Mitigation (if necessary) <br />• Intersections will be analyzed using the City of Santa Ana Intersection Capacity Utilization <br />(ICU) methodology, except that Caltrans-controlled intersections and unsignalized <br />intersections will be analyzed using the Highway Capacity Manual (HCM) delay <br />methodology. <br />-tt- <br />Copyright 0 2006, K rnley-Horn and Associates, Inc. rim" IGmIIdAOOm <br />I� .f�r..,.
