CRY OF SANTA ANA
ENVIRONMENTAL SERVICES I TRAFFIC
• Mid -block roadway segments will be analyzed using the County of Orange MPAH Daily
Roadway Capacities.
• Identify project impacts, and mitigation measures, if necessary. Project impact significance
will be based on City of Santa Ana standards.
• If mitigation is required, the mitigation section will identify the measure of effectiveness of
each mitigation improvement, and the impact, if any, on adjacent properties. A conceptual
sketch of the mitigation measure will be superimposed on the intersection or roadway
improvement plan, to be provided by the city. For budgeting purposes, it is assumed that
mitigation measures will be required at up to four locations.
• Identify and discuss opportunities to reduce project traffic by incorporating site features to
encourage alternative travel modes, such as transit, walking, and bicycling.
• The traffic study will include an evaluation of site access, site circulation, including turning
radii throughout the site, and pedestrian movements. A signal warrant will be prepared for
each project entrance. We will work with City staff to identify any recommended
improvements to the site circulation to achieve safe and efficient traffic flows to, from, and
throughout the site.
Conduct
• an analysis of the proposed parking supply, compared to the City of Santa Ana
parking code requirements. If applicable, provide a shared parking analysis to address the
opportunity for residential and office uses to share parking supplies.
• Prepare a stand-alone traffic impact study. The traffic study will summarize analysis
methodology, findings, and recommendations.
• Assist in the preparation of responses to traffic -related comments, to the extent that no
additional analysis is required.
SPECIAL ISSUES
Depending on the location and nature of the project, there may be a need to conduct additional
studies of "special issues" or to prepare design plans. If required, other services that Kimley-Horn
can provide include the following.
• Parking Study, Shared Parking Analysis, Downtown Parking Plan
• Queuing Analysis
• Neighborhood Traffic Intrusion, Traffic Calming, Neighborhood Traffic Management
• Traffic Demand Management, Trip Reduction Programs
• Phased Analysis
• Traffic Signal Design Plans
• Signing and Striping Design Plans
• Traffic Control Plans
• Signal Timing, Signal Synchronization
_12_
Copyright 0 2006, Kimley-Horn and Associates, Inc.
