CITY OF SANTA ANA
ENVIRONMENTAL SERVICES I TRAFFIC
KIMLEY-HORN APPROACH PROJECT
MANAGEMENT
SPECIALIZED EXPERTISE
Kimley-Horn distinguishes itself by having the ability to augment our staff to provide specialized
expertise in specialty areas to evaluate site -specific project impacts or technical studies. If specialized
expertise is required, we will draw from our extensive in-house resources to meet the need. Once the
specific need is identified, our Project Manager will work with our personnel database and Human
Resources staff to identify two or three candidates who have the right skill set and experience level.
She will then personally contact each candidate to determine their level of expertise relative to the
specific need and their availability during the timeframe of the task From these interviews, she will
recommend a candidate for consideration and approval by City staff.
Kiniley-Hour's extensive professional resources can address many of the specialized needs that the
City may require. In addition to traffic engineers and transportation planners, our Southern California
staff of 200 professionals includes ITS specialists, civil engineers, municipal engineers, traffic design
specialists, environmental planners, airport planners and designers, and noise and acoustic specialists.
AUGMENTED STAFF FOR ACCELERATING SERVICES
Kimley-Horn also has the ability to_ augment our local staff to respond to a project applicant's
request for accelerated services without jeopardizing the schedule for other submittals. One of the
advantages that Kimley-Hom offers is out ability to draw upon our large pool of transportation and
traffic professionals.
Shifting staff resources between offices and regions to meet the needs of our clients is a normal,
ongoing process for Kimley-Horn. Our Project Managers develop weekly, monthly, and six-month
forecasts of staffing needs for their projects, and our Office Coordinators balance excess labor
demands with available staff by arranging to temporarily shift staff to offices where their labor is
needed. We fully expect that the staff resources in our Orange office will be sufficient to meet the
City's ongoing and typical needs, and we have the ability to provide additional resources on short
notice, when necessary.
If a request is received for accelerated services, we would first look within our local office staff for an
appropriate Task Leader and support staff who would be available to meet the accelerated schedule
without affecting other commitments to the City. If local staff do not have availability, we will look
to our other Southern California offices (particularly Los Angeles, Riverside, and San Diego), and
then to our other offices around the country. In all, the Kimley-Horn staffing resources offer a pool
of over 2,330 professionals. Project Managers will coordinate with the task team to ensure that they
understand City of Santa Ana's policies and procedures.
-14-
pyright © 2006, Kimle -Horn and Associates, Inc.
